Operating Instructions for the Bulk Water Stations

New online pre-payment system

A new online pre-payment system and keypad terminal will replace Halton’s Smart Card payment and reader system, starting in late March 2018. To avoid disruption in service, set up an online account or call 311 for more information.


The Nipissing Road coin-operated bulk water station will be permanently closed as of May 31, 2018.

Be respectful of the community...

The region asks that bulk water customers using the service be respectful of quiet periods in the surrounding communities, and that bulk water truck operators recognize and obey standard traffic safety regulations.

Step-by-Step Operating Instructions

  1. Approach the bulk water dispensing station slowly, at low speed, and park your truck in the proximity of the filling connection. Make sure that your vehicle does not block traffic. Turn your engine off.
  2. For bottom filling - Unpack your low-level hose connection and connect to the male camlock filing connection. Use adaptors if necessary.
  3. For top filling - Assure your cistern (tank) hatch is open and the hose extension outlet of the loading arm is pointing towards the opening.
  4. There will be a new online pre-payment system in place starting late March 2018; learn how will the new keypad terminals work. Until then, the following procedure applies:
    • Insert your Smart Card into the reader slot, enter your *PIN number and the amount of water to be dispensed and then press 'ENT'. The transaction terminal will dispense the requested amount and debit your card. Should you have insufficient funds on your card, the card reader will display a request (on the LCD display) to select a new amount.
  5. You may stop the transaction at any time by pressing "Stop/Reset/Eject".
  6. At the conclusion of the transaction the card balance will be updated and shown on the LCD display. The card is then ejected from the card reader ending the transaction.

* To prevent unauthorized transactions, do not write your PIN number on the card.

Procedures for Abnormal Conditions

Abnormal operating conditions may occur during:

  • Cold weather or snow storms.
  • Freezing rain or severe rainfall.
  • High wind.
  • Blackouts or at night.
  • Equipment malfunction
  • High flow rates.

Should you experience difficulties operating the station, refer to the instructions mounted on the control cabinet access door.

Winter Conditions

Each bulk water station is equipped with a salt box. The Region's maintenance staff ensures that the salt box has salt or salt alternatives in it at all times.

Snow removal is done by area municipal road crews. Some hand shovelling may be required to access the smart card terminal to turn the water on. Please be extra cautious while operating on ice or during freezing rain, severe rainfall or high wind.

High Flow Periods

The Region experiences higher water consumption rates in the morning, between 7 a.m. and 9 a.m., and in the evening, between 5 p.m. and 9 p.m.

During these periods of high water consumption, the truck operator might experience a small drop in pressure at some locations while filing the tank with water. Therefore, the transaction may take a few more minutes than usual to complete.

Contamination Protection

The owner and/or operator of a water hauling truck should take appropriate measures to protect the water, the water tank, and any equipment and connections from contamination during filling, storage, transportation, and delivery of the bulk water. This includes:

  • Covering hoses and nozzles when not in use.
  • Disinfecting and sanitizing equipment before each use.
