Development Charges Advisory Committee

The Development Charges Advisory Committee is needed when a Development Charge Background Study is required in order to update the Development Charges By-law.  This is required at least every 5 years, in accordance with the Development Charges Act (DCA), 1997, or earlier, as determined by Council.

The goal of the Committee to advise and assist the Region with respect to preparation of the Development Charge Background Study.  Once the Background Study is complete and released to the public for public consultation, the work of the Committee is complete.

Specific activities include:

  • Reviewing the methodology and assumptions used in formulating Halton’s Development Charges Policy.
  • Providing critical analysis and policy advice regarding Halton’s Development Charges Policy.
  • Providing input on recommendations dealing with any proposed development charge by-laws.

Composition

The Committee includes 14 members from the development industry, business sector, ratepayers and Regional Council, consisting of:

  • 4 citizens at-large, appointed by Regional Council
  • 2 members from the Residential Home Builders Association
    • 1 to be appointed from the Building Industry and Land Development Association (BILD)
    • 1 to be appointed from the Hamilton-Halton Home Builders’ Association (HHHBA)
  • 2 members who are non-residential developers, to be selected through the Halton Industrial Developer’s Group
  • 2 members representing Business/Chamber of Commerce, selected by the Economic Development Partnership
  • 4 members of Regional Council, appointed by Regional Council

Frequency of Meetings

  • Based on the requirements of the Development Charge process as approved by Council.
