Development Charges Advisory Committee

The Development Charges Advisory Committee is needed when a Development Charges Background Study is required in order to update the Development Charges By-law.  This is required at least every 5 years, in accordance with the Development Charges Act (DCA), 1997, or earlier, as determined by Council.

The goal of the volunteer Committee is to advise and assist the Region with respect to preparation of the Development Charges Background Study. The most recent Development Charges Background Study was released to the public in December 2016.

The mandate of this committee is to:

  • Review the methodology and assumptions used in formulating Halton’s development charges policy;
  • Provide critical analysis and policy advice regarding Halton’s development charges policy; and
  • Provide input on recommendations regarding any proposed development charges by-laws.

Composition

The Committee includes 15 members from the development industry, business sector, ratepayers and Regional Council, consisting of:

  • 4 citizens at-large, appointed by Regional Council
  • 2 members who are non-residential developers, to be selected by the Building Industry and Land Development Association (BILD)
  • 2 members who are non-residential developers, to be selected through the Halton Industrial Developer’s Group
  • 2 members representing Business/Chamber of Commerce, selected by the Economic Development Partnership
  • 4 members of Regional Council, appointed by Regional Council
  • The Regional Chair

Frequency of Meetings

The committee’s work for this term of Council is complete.
