Appeals to the Minister of Municipal Affairs and Housing’s Decision for ROPA 38

Purpose:
For Regional Council to adopt ROPA 38, which incorporates the results of the Sustainable Halton process, and a comprehensive review of the current Halton Regional Official Plan and other matters.
For ROPA 38 to incorporate the results of the Sustainable Halton process and complete a comprehensive review of the current Halton Regional Official Plan. It is also intended to meet the statutory requirements of the five-year review of the Official Plan under Section 17.0(15) of the Planning Act .

Ontario Municipal Board Decision on ROPA 37
On November 29, 2010, the Ontario Municipal Board issued a decision (77KB) on Regional Official Plan Amendment No. 37 (ROPA 37) “An Amendment to Incorporate the Basic Requirements of the Places to Grow Plan”.
All appeals to ROPA37 (121KB) were withdrawn, except appeals related to subsections 38(a), 38(b) and 38(f)(11)(d). As of the date of the decision, ROPA 37 is in force and effect with the exception of these three subsections. Appeals to the outstanding subsections will be addressed following the Provincial decision on ROPA 38.

Public Meeting (Statutory Meeting)
We held this public meeting, through the Planning and Public Works Committee (PPWC), to provide you with the opportunity to comment on ROPA 37.
ROPA 37, An Amendment to Incorporate Basic Requirements of the Places to Grow Plan (121KB) allowed the Region to meet the basic requirements of the Places to Grow Plan .
Sustainable Halton Public Workshops
These workshops were held to present the Phase Three reports including the proposed growth concepts and options, and to provide the public with a more structured opportunity to have their opinions heard.
Sustainable Halton Open Houses
These open houses were held to give the public an opportunity to hear about Sustainable Halton Phase Three and to provide informal feedback.

During Phases One to Three, we held public meetings in each Local Municipality (Burlington, Halton Hills, Milton and Oakville) to gather public feedback. During these public meetings, we talked about:
If you did not make an oral submission at one of these public meetings or make written submissions to us before the proposed official plan amendment was adopted, you are not entitled to appeal the decision of Halton's Regional Council to the Ontario Municipal Board regarding ROPA 38. If you did not make submissions at a public meeting or make written submissions to us before the proposed official plan amendment was adopted, you may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add you as a party.
