Development Charges

The purpose of Development Charges (DC) is to recover the growth–related costs associated with the capital infrastructure needed to service new development.

The Development Charges Pamphlet (Adobe Portable Document Format (PDF)48KB) Summarizes the current development charge policy and rates for the Regional Municipality of Halton (effective April 1, 2011).

Currently, the Region has 2 Development Charge By-Laws that govern development charge collections in the Region:

  • By-law 159-01 Adobe Portable Document Format (PDF)51KB - (passed and effective Nov. 14, 2001) Residential GO Transit DC for Region-wide;
  • By-law 62-08 Adobe Portable Document Format (PDF)1.1MB - (passed May 28, 2008 and effective August 18, 2008) Residential and Non-Residential Water and Wastewater, Roads and General Services Development Charges for HUSP and Non-HUSP.
  • By-law 77-09 Adobe Portable Document Format (PDF)19KB - (passed and effective June 12, 2009) By-law to amend By-law 62-08 

Pursuant to the Development Charges Act, the DCRF Statement is the annual financial statements for each DC Reserve Fund.
