The Region collects development charges (DC) in order to facilitate growth throughout the Region and to provide services such as water, wastewater, roads, police, services for seniors, growth-related studies, Emergency Medical Services, social housing, facilities and GO Transit.

The statements include a description of services, beginning and ending balances, and all financial transactions during the year for each fund. They also disclose the DC credits related to each fund and the detailed financing of each project where DC reserve funds were used for as a financing source.
