Why is the Region amending the Official Plan?

The Region’s new Official Plan (ROPA 38) was adopted by Regional Council in December 2009 and it includes new urban lands for both the Town of Halton Hills and the Town of Milton.

The Official Plan has a policy that directs staff to determine the phasing of these new lands (where growth will happen and when) between the years 2021 – 2031. To do this the Region must amend its Plan. This is important for the Region to do so the Town of Halton Hills and the Town of Milton can update their own Official Plans.

In addition, ROPA 38 also has a policy that directs staff to develop new Best Planning Estimates to the year 2031.

When will this growth happen and why is the Region growing?

This amendment is looking at where and when growth will happen between the years 2021 to 2031. The Provincial Places to Grow Plan External Link required the Region to plan for a total population of 780,000 and 390,000 jobs by 2031. The Region’s new Official Plan (ROPA 38) is based on this.

What are Best Planning Estimates?

Best Planning Estimates are estimates of population, jobs and dwelling units to the year 2031 for the Region as a whole and for the City of Burlington, Town of Halton Hills, Town of Milton and the Town of Oakville.

The estimates are produced by the Planning Services Division and are prepared by Regional and Local Municipal staff based on their knowledge and understanding of demographic and economic trends in Halton Region and based on the targets set by the Province in the Places to Grow Plan External Link.

How does this fit in with the Sustainable Halton Water and Waste Water Master Plan process?

The Public Works Department is undertaking a Master Plan to develop a comprehensive strategy for providing water and wastewater service to existing and approved growth areas in Halton Region.

The strategy will look at how to best accommodate growth in accordance with the Council approved ROPA 38 and the Best Planning Estimates including intensification to the year 2031. The Master Plan will evaluate servicing alternatives to 2031 and develop a preferred Region-wide water and wastewater master servicing strategy.

  2. Attend the Statutory Public Meeting that the Region will be hosting on May 25, 2011, and have your say to members of the Planning and Public Works Committee.
