New Wastewater Forcemain Municipal Class EA Study

Purpose:

Halton Region has completed a comprehensive review of the wastewater servicing strategy for central Milton including an assessment of the benefits of decommissioning the Milton WWTP.  This review evaluated several alternative servicing strategies which considered environmental, economic, social, legislative and technical impacts. 

In October 2016, Halton Region Council has approved the preferred option to close the Milton WWTP and divert all of its flow to the much larger Mid-Halton WWTP located in Oakville.  To facilitate this preferred option, a WWFM from the Fulton Street WWPS is required (the Fulton Street WWPS is currently under construction).  Closure of the Milton WWTP is anticipated in 2021.  

A Municipal Class Environmental Assessment Study (Class EA) Study Schedule B is being undertaken to determine the preferred alignment of the proposed second WWFM from the Fulton Street WWPS to Derry Road/Santa Maria Boulevard in the Town of Milton.

Scope:

Under the Municipal Class Environmental Assessment (2000, as amended 2015), the decommissioning of the Milton WWTP is a Schedule A+ project (pre-approved) subject to Notice to advise the public that Halton Region is implementing this decision. 

The construction of the proposed second WWFM from the Fulton Street WWPS is a Schedule B project and subject to project screening via this Class EA Study.  

This Class EA study will include:

  • Development of alternatives
  • Evaluation of alternatives against set criteria
  • Assessment of the impacts and identification of mitigation measures
  • Public and review agency consultation, including Public Information Centre
  • Preparation of the Project File
