Halton Region would like to invite the public to the upcoming Statutory Public Meeting regarding the Expansion Application at Nelson Aggregate Co. Burlington Quarry.

The purpose of this Statutory Public Meeting is to provide the public with the opportunity to provide comments to Regional Council on the proposed Amendment filed by the applicant Nelson Aggregate Co. to amend the Regional Official Plan to expand the Burlington Quarry.  The application proposes to extend the license and extraction areas to the south and west of the existing quarry lands.

Information and material relating to the proposed Amendment, including a copy of the proposed amendment (PDF file), is now available for public inspection on halton.ca.


 

Any person may attend the Statutory Public Meeting and make submissions concerning the proposed Amendment.

Advance registration is strongly encouraged for those who wish to make a verbal presentation during the meeting.

If a person or public body would otherwise have an ability to appeal the decision of the Council of the Regional Municipality of Halton to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Halton before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Regional Municipality of Halton before the proposed official plan amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

The Burlington Quarry is located to the west of the hamlet of Mount Nemo in the City of Burlington. On May 14, 2020, Halton Region received an application from Nelson Aggregate Co. to amend the 2009 Regional Official Plan to expand the Burlington Quarry by extending the license and extraction areas to the south and west of the existing quarry lands.

Halton Region deemed the application as complete on July 20, 2020. It is currently under review by Regional staff. The application is currently under technical review by Halton Region, City of Burlington, Conservation Halton, and Niagara Escarpment Commission staff through a Joint Agency Review Team (JART) framework. Halton Region continues to be engaged with the applicant, Nelson Aggregate Co. through the JART process.

Regional Council is responsible for making a decision on the proposed Regional Official Plan Amendment. The Ministry of Northern Development, Mines, Natural Resources and Forestry (external link), through the Aggregate Resources Act (external link) approval process, is ultimately responsible for making a decision on the quarry expansion.
