The final phase of Sustainable Halton involved the initiation of two Official Plan Amendments. Access appeals and public meeting information here.

The final phase of Sustainable Halton, the Implementation Phase (Phase 4), began in September 2009.

Phase 4 involved the initiation of two Official Plan Amendments to the Region’s Official Plan:

  • The comprehensive Regional Official Plan Review (ROPA 38)
  • Five-Year Regional Official Plan Review - Basic (ROPA 37)

Appeals to the Minister of Municipal Affairs and Housing’s Decision for ROPA 38

On November 24, 2011 the Minister of Municipal Affairs and Housing issued a Decision for ROPA 38. The last day for appeal to the Minister’s Decision was December 15, 2011. View the 41 appeals to the Minister’s Decision:

Decision and Appeals

On November 29, 2010, the Ontario Municipal Board issued a decision on Regional Official Plan Amendment No. 37 (ROPA 37) “An Amendment to Incorporate the Basic Requirements of the Places to Grow Plan”. See below for a copy of this decision.

All appeals to ROPA 37 were withdrawn, except appeals related to subsections 38(a), 38(b) and 38(f)(11)(d). As of the date of the decision, ROPA 37 is in force and effect with the exception of these three subsections. Appeals to the outstanding subsections will be addressed following the Provincial decision on ROPA 38.

Public Meetings

We held this public meeting, through the Planning and Public Works Committee (PPWC), to provide you with the opportunity to comment on ROPA 37.

Public Workshops

These workshops were held to present the Phase Three reports including the proposed growth concepts and options, and to provide the public with a more structured opportunity to have their opinions heard.

Open Houses

These open houses were held to give the public an opportunity to hear about Sustainable Halton Phase Three and to provide informal feedback.

Historical Public Meetings 2006 to 2008

During Phases One to Three, we held public meetings in each Local Municipality (Burlington, Halton Hills, Milton and Oakville) to gather public feedback. During these public meetings, we talked about:

  • June 2006 - Purpose of Sustainable Halton
  • June 2007 - 22 Phase One Technical Reports
  • January 2008 - Evaluation Framework
  • September 2008 - Five Land Use Concepts

If you did not make an oral submission at one of the public meetings or a written submission before the adoption of the proposed official plan amendment, you are not entitled to appeal the decision of Halton's Regional Council to the Ontario Municipal Board regarding ROPA 38.

If you did not make oral or written submissions before the adoption of the proposed official plan amendment, you may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add you as a party.
