Study
Halton Region has undertaken a Municipal Class Environmental Assessment (MCEA) Study to identify the preferred site location for the construction of a Halton Region-owned biosolids composting facility.
As part of the MCEA Study, Halton Region identified and evaluated several alternative site locations within the region with a focus on capacity requirements, accessibility needs, environmental impacts, land acquisition, coordination with ongoing and future projects, and financial implications.
Process
The MCEA Study was carried out in accordance with Schedule B of the Municipal Engineers Association’s MCEA Process (, as amended ) which is an approved process under Ontario’s Environmental Assessment Act. A virtual Public Information Centre was held from , as part of the MCEA process to obtain input on the problem/opportunity statement, background information, alternative site locations and the recommended preliminary preferred site location.
The recommended preferred site location for the construction of a Halton Region-owned biosolids composting facility is the existing Halton Region W.A. Bill Johnson Biosolids Management Centre. A Project File Report has been prepared for the project. The report documents the MCEA Process, conclusions, recommendations, and how public input was received and considered.
By this Notice, the Project File Report is being placed on public record for a 30-day review period starting , and ending , in accordance with the requirements of the MCEA process. Subject to comments received during the review period and the receipt of necessary approvals, Halton Region intends to proceed with the detailed design and construction of the biosolids composting facility. The Project File Report is available online for public review through the MCEA Study webpage on halton.ca.
If you wish to review the report in hard copy or require an alternative format to meet accessibility needs, please contact the Halton Region project team. Written comments or questions may be provided to Halton Region’s Project Manager, Christopher Pasquale, on or before . In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.
Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently review the request. The request should be sent by letter mail or email to:
