Halton Region has appointed Andrew Farr, P.Eng., as its new Chief Administrative Officer.

Andrew has been an integral part of Halton Region’s leadership team and has consistently demonstrated a clear vision, a steady hand, and a strong commitment to our community. Halton Region Appoints Andrew Farr as New Chief Administrative Officer

April 16, 2025 - Halton Region - Regional Chair Gary Carr and Halton Regional Council are pleased to announce Andrew J. Farr, P.Eng., as the Region's Chief Administrative Officer (CAO), effective immediately. Andrew Farr is an accomplished municipal executive with over 27 years of progressive leadership experience recognized for his strategic vision and dedication to public service.

Most recently, Andrew served as Halton Region’s Commissioner of Public Works, leading a team of over 600 staff and overseeing 40 per cent of the Region’s $1.2 billion gross annual operating budget and more than 90 per cent of its $9.0 billion ten-year plan. Under his leadership, Halton Region delivered critical infrastructure to support growth, embraced digital transformation to improve service delivery, and advanced key priorities, including climate resilience, waste management modernization, and road safety.

Andrew’s extensive public sector experience includes 19 years with Peel Region where he served as Commissioner of Public Works before joining Halton Region. He has a proven track record of building high-performing teams, strengthening intergovernmental and community relationships, and leading transformative initiatives, including transitioning regional planning services to local municipalities and launching Halton's 2023 Allocation Program to support provincial housing targets.

Andrew is a licensed Professional Engineer with a Bachelor of Applied Science in Civil Engineering from the University of Waterloo and a Master’s Certificate in Public Management from York University. He is the past chair of Ontario's Regional Public Works Commissioners and currently serves as Engineer-in-Residence at the University of Waterloo.
