About Halton Region's Comprehensive Housing Strategy

Access to safe and stable housing is a basic human right that impacts all aspects of an individual’s life. Where you live and the supports available to you can influence your health, happiness, employment and sense of belonging in a community.

Halton Region is responsible for the funding, planning, delivery and administering of government assisted housing programs and services for Halton residents.

In 2019, Regional Council endorsed the Comprehensive Housing Strategy Update 2014-2024 – Five-year Review (PDF file). The Comprehensive Housing Strategy (CHS) actions and targets are designed with the goal of:

  • creating a range and mix of new housing opportunities to meet the needs of our Halton community.
  • protecting existing rental housing so that it continues to be available to our residents.
  • providing coordinated services to residents who need support to obtain or maintain their housing.

We report our progress on these actions and targets each year through the Annual CHS Report Card (PDF file) and 2023 State of Housing Report.

Past outcomes (2014-2018)

  • 807 new housing opportunities created
  • More than 2,000 clients served through Housing Help
  • 63% of new housing production was apartments or townhouses, exceeding the target of 50%
  • 33% of new housing sales over the period were affordable, exceeding the target of 30%
