Halton Region’s role in emergency management
Most emergency incidents can be handled by first responders (police, fire, paramedics) but when an incident exceeds the capacity of responding agencies, emergency managers are required to help coordinate a multi-agency response. Halton’s Emergency Management team takes action to prepare Halton Region and its residents to build resiliency and be better able to respond to emergencies.
The Halton Region Emergency Program and Plan details the roles and responsibilities of Regional Council and Regional employees when responding to an emergency. It is designed to facilitate a timely and effective response to and recovery from those hazards to which Halton Region is particularly vulnerable. The Program and Plan are reviewed annually to reflect the changes in the community and is practiced annually through training, drills and exercises to ensure employees know how to use the Plan.

Emergency risk reduction
Also referred to as Prevention and Mitigation or Disaster Risk Reduction, this includes taking action to prevent emergencies from happening where possible, or otherwise initiating public education activities and implementing measures to reduce the risks posed by emergencies by conducting after action reviews and applying lessons learned to all program activities.
Preparedness
We strive to empower our organization and community by fostering a culture of preparedness through education, training, and public awareness to better understand the risks posed by our most prevalent emergency hazards. By equipping residents, businesses and organizations with the knowledge and tools they need, we aim to build a resilient community capable of facing diverse challenges and rebounding from even the most extreme of emergencies.
Response
In times of crisis, our priority is the prompt and coordinated response to protect lives, property and the environment. Through our response governance structures, we mobilize resources efficiently, deploy skilled personnel and collaborate seamlessly with local, regional and provincial partners to address emergencies effectively.
Recovery
Following an emergency, we will facilitate a swift and comprehensive recovery process. Our focus extends beyond immediate response concerns to supporting affected individuals, businesses and the community at large in rebuilding, restoring normalcy and fostering long-term resilience.
