Municipal Class Environmental Assessment Study

Replacement, Rehabilitation or Relocation of the Aldershot Creek Wastewater Main, City of Burlington - PR-3404

Study

Halton Region has undertaken a Municipal Class Environmental Assessment (MCEA) Study for the Aldershot Creek wastewater main in the City of Burlington. The existing wastewater main is located within the Aldershot Creek valley and is nearing the end of its useful life. The MCEA Study has developed and evaluated a variety of relocation, replacement and/or rehabilitation alternatives that consider the existing environment as well as public and stakeholder input.

Process

The MCEA Study has been conducted in compliance with Schedule B of the Municipal Class Environmental Assessment (October 2000, amended 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. The Study process included public and stakeholder consultation, development and evaluation of alternatives, an assessment of the impact of the proposed improvements and identification of measures to mitigate any adverse impacts.

The preferred solution for the Aldershot Creek Wastewater Main MCEA Study will replace the existing wastewater main within the same location and remove the existing wastewater main from the eroded creek bed, improving accessibility for maintenance and reducing the environmental impacts on the West Aldershot Creek corridor. An online Public Information Centre was held from March 30 to April 20, 2023 as part of the MCEA process to present the Study’s alternative solutions, which are documented in a Project File Report.

This MCEA Project File Report has been prepared to document the planning process followed, including conclusions, recommendations, and how public input was received and considered.

By this Notice, the Project File Report is being placed on public record for a 30-calendar day review period starting August 3, 2023 and ending September 2, 2023 in accordance with the requirements of the MCEA process. Subject to comments received as a result of this Notice and the receipt of necessary approvals, Halton Region intends to proceed with the detailed design and construction of the preferred alternative solution as documented in the Project File Report. The Project File Report is available for public review online through the Municipal Class Environmental Assessments page on halton.ca.

Written comments or questions may be provided to Halton Region’s Project Manager, Mark Bajor, on or before September 3, 2023. In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/ comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently begin reviewing the request.
