About the study

Halton Region has undertaken a Municipal Class Environmental Assessment (MCEA) Study to identify the preferred location for the new Halton Hills #4 Wastewater Pumping Station to support growth in the Premier Gateway Employment Area in the Town of Halton Hills. The new wastewater pumping station will service the area located north of Steeles Avenue between Ninth Line and Winston Churchill Boulevard. This project was identified in the South Halton Water and Wastewater Master Plan Update and confirmed in the Sustainable Halton Water and Wastewater Master Plan.

Process and consultation

The MCEA Study was carried out in accordance with Schedule B of the Municipal Engineers Association’s MCEA Process (, as amended ), which is an approved process under Ontario’s Environmental Assessment Act. A key component of the MCEA Process is consultation with the public, review agencies, First Nations and Indigenous Communities, and other interested parties. An online Public Information Centre was held from , to obtain input on the MCEA Study.

The recommended preferred location for the new Halton Hills #4 Wastewater Pumping Station is Alternative 2, which places the station on the eastern portion of the study area. A Project File Report has been prepared, which documents the MCEA Process, conclusions, recommendations, and how input was received and considered. The filing of the Project File Report completes the planning and conceptual design stage of the project.

Comments and more information

By this Notice, the Project File Report is being placed on public record for a 30-day review period starting September 18 and ending October 18, 2025, in accordance with the requirements of the MCEA Process. Subject to comments received during the review period and the receipt of necessary permits and approvals, Halton Region intends to proceed with the detailed design and construction of the Halton Hills #4 Wastewater Pumping Station. The Project File Report is available online for public review through the MCEA Study webpage on halton.ca.

Written comments or questions may be provided to Halton Region’s Project Manager, Christopher Pasquale, on or before October 18, 2025. In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester's contact information and full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently review the request. The request should be sent by letter mail or email to:
