Wheeled garbage and organics carts are coming to your household!

Halton Region is introducing a new efficient and sustainable Wheeled Cart Program for curbside waste collection using automated trucks and standardized wheeled carts. This program will roll out to all households with curbside waste collection in two phases over the next two years.

Phase One rollout timeline (2026-2027) 

Phase One includes approximately 95,000 households across Halton.   

  • Phase One notification:
    Phase One households will be notified directly by mail.
  • Garbage cart size selection opportunity:
    Phase One households can now request a smaller 120-litre wheeled garbage cart through our online form. The deadline to request the smaller cart is . If your household prefers to keep the standard 240-litre garbage cart, no action is needed.
  • Public information centres and displays:
    We’ll be hosting wheeled cart information sessions and community displays between . Visit to learn about the new carts and see the options in person.
  • Garbage and organics cart delivery:
    Phase One households will receive their new wheeled garbage and organics carts between . Households already using wheeled garbage carts will receive a wheeled organics cart. Please do not use your new carts right away, as they will not be collected until .
  • Collection with new carts begins:
    Curbside collection using the new carts begins for Phase One households.

Phase Two rollout timeline (2027-2028)

Phase Two will include the remaining 85,000 households in Halton. No action needed this year!

By the end of the Wheeled Cart Program delivery plan, all households that receive curbside waste collection from Halton Region will be using wheeled carts for garbage and organics collection.

  • 240-litre wheeled garbage cart holds about 3-4 standard garbage bags

How to request a smaller 120-litre wheeled garbage cart

Don't have a lot of garbage?

By default, you'll receive a 240-litre wheeled garbage cart. If you typically set out 1-2 standard garbage bags every other week and regularly use your Blue Box and Green Cart, there is the option to choose a smaller 120-litre wheeled garbage cart.

Before ordering a smaller cart, please note:

  • All garbage must fit inside the cart with the lid fully closed.
  • Extra garbage requires a purchased bag tag, with a maximum of 3 purchased bag tags per collection.

If you're not sure what size is right for you, start with the larger 240-litre wheeled garbage cart. You'll have a one-time opportunity to change your cart size approximately 3 months after collection begins in April 2027.

Why Halton Region is changing to wheeled carts for garbage and organics collection

The Region’s Solid Waste Management Strategy first identified an initiative to evaluate automated collection, which led to the launch of an Automated Collection Demonstration Project in 2023, where wheeled carts were tested in eight neighbourhoods across Halton. The success of this demonstration directly informed Regional Council’s decision to adopt a Region-wide cart-based program. This decision was guided by several key factors, including improving worker safety, increasing collection efficiency, supporting a growing population, and reducing litter. 

The transition also advances the goals of Halton Region’s Solid Waste Management Strategy, with Council approving updated collection service levels and a cart expansion program that supports a phased, Region-wide rollout beginning in 2026.

Existing wheeled garbage cart households

Already using a wheeled garbage cart? You’re ahead of the curve!

If your household already uses a wheeled garbage cart, you’re one step ahead. As part of the Region-wide Wheeled Cart Program rollout, a new wheeled organics cart is still required for automated collection.

Between January and March 2027, you will receive one 120-litre wheeled organics cart.

How to use your wheeled garbage cart

  • Place carts the right way: 
    Place the cart at the end of your driveway with the wheels facing your house—keep sidewalks clear.
  • Leave space for easy pick up: 
    Carts must be 0.5 metres (50 centimetres or 19 inches) away from other objects (including green carts, blue boxes, parked carts, trees, and other items).
  • Keep space above your carts clear: 
    Carts get lifted straight up to be emptied. Ensure nothing is above them – like basketball nets or tree limbs – that could get in the way.
  • Avoid overfilling: 
    If your cart is full, you can place extra bagged garbage beside it (up to 3 additional bags), but each extra bag must have a garbage bag tag.
  • Don't force materials inside: 
    Overstuffing may cause items to get stuck and not empty properly.
  • Hazardous waste and electronics: 
    These do not belong in your cart. Please take them to the Halton Waste Management Site.
  • Sort properly: 
    Use the Put Waste In Its Place tool to check what goes in your wheeled cart.
  • Dealing with extra garbage: 
    You can place extra garbage bags beside your cart on your collection day—as long as each bag has a Halton garbage bag tag attached.
    • A maximum of three extra bags can be set out per collection.
    • Tags cost $2 each and are sold in sheets of 5 for $10.
    • You can order garbage bag tags online, call 311  to purchase, or visit select municipal and retail locations.
    • Place tagged bags 0.5 meters away from garbage cart for collection.
  • Keeping garbage carts on household property: 
    Wheeled garbage carts are assigned to your household address, not to the homeowner or tenant. If you're moving, please leave the cart behind for the next resident. The cart stays with the property and will be used by the new occupants.

Frequently asked questions

Automated collection means:

  • residents roll their Wheeled Garbage and Organics Carts to the curb
  • a specially designed truck lifts and empties the cart
  • no manual lifting of bags or bins by collection crews

This system improves efficiency, consistency, and safety while maintaining the same collection frequency residents are used to.

Halton Region will not be delivering wheeled blue carts to households.

Through Ontario regulations, as of January 1, 2026, Halton Region is no longer responsible for the collection of recyclable materials. Circular Materials Ontario (CMO) is the organization responsible for managing the Blue Box program under a producer responsibility system. CMO has decided to continue with the existing manual blue box recycling collection system (external link) in Halton Region.

There will be no change to the current collection method for Blue Box, Yard Waste, Metal and Bulk Waste.

The development of the phased implementation approach prioritizes maintaining the existing collection schedule for approximately 95 per cent of households. The phased approach is designed to maintain reliable service levels while supporting a smooth transition to the new waste collection contract. Phase One includes the homes that were in the demonstration and expansion areas and are already using wheeled garbage carts.

No. Households cannot opt out. The Region will work with households to identify and address any concerns they may have with the cart service and provide tips and resources to support participation.

Participating households may use the same locations where they currently store their waste material prior to being placed curbside for collection. The wheeled carts should occupy a similar footprint as their current garbage containers and green cart. Households are best able to determine the most appropriate location on their property to store their carts.

The 120-litre Wheeled Garbage Cart is an option for households that typically set out 1-2 standard garbage bags every other week and regularly use their Blue Box and Green Cart. Pre-selection of the smaller, 120-litre Wheeled Garbage Cart is available now for Phase One households.

Waste collection for properties with Additional Residential Units (ARUs) will continue to follow existing curbside collection eligibility rules with property owners required to provide a building permit or email confirmation from the local municipality of a legal additional residential unit(s).

Property owners with ARUs that would like additional wheeled carts are asked to contact Halton Region once they receive their program notification so their request can be reviewed.

Waste storage on a property is governed by each Local Municipality through property standards by-laws, which they are responsible for enforcing. Halton Region is working with the Local Municipalities on how their property standards by-laws will be enforced in regard to the new wheeled cart program.

Waste that is placed at the curb for collection is governed by the Regional Waste Collection By-law, which is being updated to align with the start of the new wheeled cart program. The By-law contains requirements on when waste can be placed curbside and when it is to be removed and stored properly on the property. Residents can report any areas of concern to the Region or their Local Municipality.

Garbage containers can be repurposed for yard waste collection by applying a yard waste label. You can order yard waste labels online or call 311.

Additional details regarding what to do with existing garbage containers and green carts will be shared for Phase One households in early 2027.

As part of Halton Region’s Solid Waste Management Strategy, wheeled carts were piloted across a range of housing types and property sizes to ensure they could be accommodated in diverse settings. Currently, 31 townhouse communities, representing approximately 1,100 units, are successfully participating in the wheeled cart program.

Residents may continue to store waste carts in the same locations they currently use before setting them out for collection. The wheeled garbage and organics carts are designed to have a footprint similar to existing garbage containers and green carts, and in most cases can be stored within existing spaces such as garages or discreet outdoor areas. As individual unit layouts vary, residents are best positioned to determine the most suitable storage location on their property. A household will be able to request a smaller 120 litre wheeled garbage cart if it best aligns with their waste generation practices.

Phase One households will receive direct mail notification from Halton Region in early June. If you have not received a letter, residents can call 311 or email accesshalton@accesshalton.ca to confirm.

Households that place waste at a communal location at the curb will be evaluated by the Region to determine if each unit will receive a wheeled garbage and organic cart or if a centralized wheeled cart location will be set up on the property to be used by all the units.

  • Consider requesting a smaller 120-litre cart.
  • The Region will be providing an Assisted Wheeled Cart Waste Collection Service - the Collection Contractor will walk onto a resident’s property to collect the Carts. Service consists of bringing carts from a designated location to the curbside for waste collection and returning them to the Designated Location. The designated location must be at the front or the side of an approved applicant’s house, easily accessible and free of obstacles.
