Milton Quarry East Extension, Halton Hills (Dufferin Aggregates)

The Milton Quarry (original, extension, and east components) straddles the Nassagaweya-Esquesing Townline in the Towns of Milton and Halton Hills.  Active extraction only occurs on that portion of the quarry in Halton Hills.  On December 20, 2021, Halton Region received Dufferin’s application to amend the Regional Official Plan.  The application proposes to expand the extraction areas to the east of the existing quarry.

Current Application

The Milton Quarry (original, extension, and east components) straddles the Nassagaweya-Esquesing Townline in the Towns of Milton and Halton Hills (PDF file).  Active extraction only occurs on that portion of the quarry in Halton Hills.  On December 20, 2021, Halton Region received Dufferin’s application to amend the Regional Official Plan.  The application proposes to expand the extraction areas to the east of the existing quarry.

Application Status

Halton Region deemed the application complete on January 18, 2022.  The application is currently under technical review by Halton Region, Town of Halton Hills, Town of Milton, Conservation Halton, and Niagara Escarpment Commission through a Joint Agency Review Team (JART) framework.  Halton Region continues to be engaged with Dufferin Aggregates Co. through the JART process.

Regional Council is responsible for making a decision on the proposed Regional Official Plan Amendment. The Ministry of Natural Resources and Forestry (external link) , through the Aggregate Resources Act (external link) approval process, is ultimately responsible for making a decision on the quarry expansion.

Technical Summary Report (JART Report)

In July 2023, JART completed the technical review of the second circulation materials submitted by Dufferin Aggregates. This completed review includes a technical report summarizing the content as well as comment tables with detailed comments on the review. Statutory Public Meeting

Halton Region hosted a Statutory Public Meeting on May 17, 2023. The purpose of the Statutory Public Meeting was to provide the public with the opportunity to provide comments to Regional Council on the proposed Amendment filed by the applicant Dufferin Aggregates Co. to amend the Regional Official Plan to expand the Milton Quarry.

Halton Region 45-day Objection Letter

On May 6, 2022, the Region’s Chief Planning Official issued a Letter of Objection to the Aggregate Resources Act License Application outlining a series of concerns related to the proposed quarry expansion.  Concerns identified in this letter were informed by the review of technical reports and studies submitted in support of the application by staff and retained consultants. The same concerns were submitted on May 6, 2022, in response to the Environmental Registry of Ontario posting # 019-5305.

Joint Agency Review Team (JART) Second Circulation (Complete)

Staff and peer reviewers from Halton Region, Town of Halton Hills, Town of Milton, Conservation Halton, and Niagara Escarpment Commission have completed assessing information that was provided by Dufferin Aggregates on November 3, 2022, through JART Review.

Focused additional work is being undertaken by Dufferin for the Air Quality review and will be reviewed by JART when it is received.

The following detailed comments were delivered to Dufferin Aggregates upon completion of the second circulation technical review.

  • Niagara Escarpment Plan Amendment Application with the Niagara Escarpment Commission
  • Niagara Escarpment Development Permit Application with the NEC; and
  • Local Official Plan Amendment Application with the Town of Halton Hills
