Financial Assistance for Dental Treatment


Ontario Seniors Dental Care Program

The Ontario Seniors Dental Care Program provides free routine dental services for residents that meet the income criteria and are age 65 or older. Halton Region partners with local dental providers (such as dentists and oral surgeons) in all Halton municipalities to provide these services.

Halton residents can only access the program’s services through Halton Region Public Health. To begin receiving care through this program in Halton, please call 311.

Who is eligible for the Ontario Seniors Dental Care Program?

To be eligible for the program, you must:

  • be 65 years of age or older;
  • be a resident of Ontario;
  • have no other form of dental benefits; and
  • meet the income requirements.

How do I apply?

Online

  1. Visit ontario.ca/SeniorsDental (external link) and select the 'apply online' button.
  2. Complete the online application form.
  3. Print and sign the Consent form.
  4. Mail the Consent form to:

Mail

  1. Get an application form from ontario.ca/SeniorsDental (external link), call 311 to receive it by mail or pick it up at 1151 Bronte Road, Oakville.
  2. Complete and sign the application.
  3. Mail the application to: Ministry of Health

If you are approved for the program, you will be mailed a welcome package and an Ontario Seniors Dental Care Program card.

I have a valid OSDCP card, how do I access dental care in Halton?

To begin, please call 311.

  • Please note there may be a wait for services under the Provincial program.
  • Wait times may fluctuate based on urgency, municipality and volume of clients.
  • The most urgent cases are seen first.

Program coverage renews on August 1 each year. Cardholders will get a notice in the mail about renewal. For more information visit ontario.ca/seniors/dental (external link) under the ‘Renew your yearly coverage’ section.

What can I expect from the OSDCP program?

A dental professional will provide an exam and treatment plan based on your need. The most urgent conditions will be treated first.

There is an annual per-client maximum value for dental services, and coverage is limited to program offerings.

What if I already have the Canadian Dental Care Plan (CDCP)?

If you are eligible for both programs, you can use benefits from both the Ontario Seniors Dental Care Program (OSDCP) (external link) and CDCP (external link).

The examples below highlight benefits of participating in these programs for seniors accessing routine dental care:

George, 70, needs a tooth pulled and dentures. With OSDCP, he gets the extraction for free and pays $40 for dentures. His total bill is $40. With CDCP, he pays $100 for the extraction and pays $400 for dentures. His total bill is $500

Lina, 85, gets a cleaning and a few fillings. OSDCP covers the entire cost, Lina pays $0 out of pocket. CDCP covers most of the cost, but she pays $200 out of pocket. 

Hazel, 74, needs a root canal and a crown. With OSDCP, Public Health helps Hazel get an appointment with a specialist for the root canal, and she doesn’t pay anything. After that, she gets her crown. Hazel doesn’t pay anything for her dental care. With CDCP, Hazel pays $250 for the root canal. She also pays $400 for the crown. In total, Hazel pays $650 for her dental care. 

Surjit, 76, goes to a dentist that accepts both OSDCP and CDCP. Surjit uses CDCP to pay for his exam and x-rays, and OSDCP to pay for 7 large fillings. Surjit pays $20 out of pocket from the CDCP difference. He doesn’t pay anything for the fillings. 

Healthy Smiles Ontario

If you struggle to pay your family's dental bills you may be eligible for financial assistance. Assessment by a registered dental hygienist may be required before enrolment into the program. This service is free of charge. This government-funded program provides free preventative, routine and emergency dental services for eligible children up to age 17.

Eligible children may be:

  • from families that meet the income criteria;
  • from parents that may or may not have dental insurance; or
  • in need of urgent or preventive dental treatment.

Your child may be found eligible for the program through:

  • an oral health screening offered in Halton Region elementary schools; or
  • screening by appointment with Halton Region.

Call 311 or email accesshalton@halton.ca to book a screening with one of our Registered Dental Hygienists or to find out when Halton Region will be at your child’s school.

The HSO program coverage includes:

  • check-ups
  • cleaning
  • fillings
  • x-rays
  • scaling
  • urgent or emergency dental care

Please note: Cosmetic work (like teeth whitening and braces) is not covered by the HSO program.

Who is eligible for HSO coverage?

Children up to age 17 are eligible if they live in Ontario and their family meets the income eligibility requirements (external link), or their child has an urgent dental need. Even if you have dental insurance, your child may still qualify for HSO.

Your child or youth is automatically enrolled in the HSO program when they or their family receives:

  • Ontario Works (OW)
  • Ontario Disability Support Program (ODSP)
  • Assistance for Children with Severe Disabilities (ACSD)

How do I apply?

Call Halton Region at 311 or email accesshalton@halton.ca, go to Healthy Smiles Ontario (external link), or visit in person at any Service Ontario (external link) location. Once enrolled in the HSO program, your child's coverage may last for up to one “benefit year” (August 1 – July 31) or until your child turns 18. Emergency care is covered for up to 3 times per lifetime, for a period of 6 months each time.

Have the following information ready when you call:

  • your child's date of birth
  • a valid Ontario address
  • your income level or Ontario Child Benefit information
  • your Social Insurance Number or Temporary Taxation Number (if you do not have either of these, obtain a Guarantor (external link))

Ontario Works Adults

The Ontario Works Adult program provides financial assistance for eligible adults 18-64 years of age to access dental care. It is intended for urgent dental needs and is not an on-going regular dental care program or an insurance plan. Coverage may include:

  • emergency care for conditions involving pain, infection, or trauma
  • non-emergency dental services under special circumstances

Eligible adults must contact Halton Region by calling 311 before they visit the dentist, to confirm their Ontario Works coverage.

Adults in need of dental treatment who are not covered by the program may qualify for dental coverage through Halton’s Low-Income Financial Supports. Is there a list of dentists who accept Ontario Works Adults clients?

Halton Region does not have a list of dentists who participate in the program. Try checking with offices in your neighbourhood or asking family or friends.

I have broken teeth and cavities. What work may be covered?

Dentists must follow Halton Region’s Ontario Works Adults fee guide. Coverage will depend on the required treatment to address the dental emergency. Limitations and maximums may apply.

Are dentures covered by the program?

Yes, there is denture coverage through the program. A predetermination is required and there are limitations and maximums to coverage.
