I’m pleased to share Halton Region’s 2026–2030 Early Learning and Child Care Plan (PDF link)—a roadmap to strengthen our early learning and child care system and give every child the best possible start.
This plan was shaped by the voices of more than 1,100 parents, caregivers, educators, operators and partners. Your insights helped define what matters most—and where we need to go next.

Over the past four years, we’ve made significant progress, adding nearly 20,000 licensed child care spaces through the Canada-wide Early Learning and Child Care system. As our community grows, so does the need for a system that is affordable, accessible, inclusive and responsive.
That’s why collaboration is at the heart of this plan. Together with our partners, we are building a stronger, more sustainable system that supports families, empowers educators and meets the evolving needs of our community.
The 2026–2030 Plan focuses on:
- advocating for a strengthened system in Halton
- increasing access and affordability for families
- supporting workforce and quality through professional development and work conditions
- enhancing inclusive services that reflect families’ diverse needs
- responding to Halton’s evolving community and sector
- strengthening system sustainability.
