Halton is not immune to the impacts of climate change. We are committed to addressing climate change and transitioning to a resilient, net-zero future. By reducing our greenhouse gas (GHG) emissions, adapting our services and supporting our community, we are working to make strides in both mitigating and adapting to climate change.
Climate action in progress: Our Corporate Climate Action Plan
The Region has a long history of climate action work, and the Corporate Climate Action Plan (PDF file) and the goal of achieving net zero by 2045 provide a structured framework to advance climate change collectively across our organization.
The Corporate Climate Action Plan acts as a framework for the Region’s corporate activities and is flexible to ensure it is responsive to technological advancements and shifting regulatory environments. It is based around three overarching goals:
- Achieve the milestones of the Partners for Climate Protection Program (external link).
- Reduce greenhouse gas emissions to achieve net zero by 2045.
- Increase climate resiliency and preparedness.
Here are some progress highlights from 2025:
- Halton achieved all five milestones of the Partners for Climate Protection Program (external link).
- The Halton Community Housing Corporation exceeded the 25% greenhouse gas emissions reduction goal, cutting an estimated 972 tCO₂e (tons of carbon dioxide equivalent) through retrofit projects.
- We also enhanced flood preparedness with a new Flood Emergency Response Plan, joint emergency exercises, and enhancements to the Basement Flooding Mitigation Program.
These highlights represent only a few of the many initiatives implemented over the past year by departments across the Region. From reaching major climate milestones in FCM’s Partnership for Climate Protection Program to continuing our path toward net zero by 2045, the report shows what’s possible when climate action is built into everyday work—and backed by commitment across the organization.

Thank you to all Halton teams that helped us achieve these key actions in 2025, and to our Climate Change & Sustainability team, which helps guide this important work.
Every day, we’re proud of how far we’ve come—and we remain committed to building a more resilient, sustainable Halton where everyone can live, grow, and thrive.
