People are struggling to find affordable housing. Young people returning from college or university, first-time homebuyers, families, and seniors on fixed incomes, are struggling to find the housing they need. All levels of government have committed to getting more housing built faster. Before apartments, townhouses or homes can be built, roads, water and wastewater infrastructure need to be in place and that's where Halton Region comes in.
Halton Region plays a critical role in delivering high-quality water and wastewater services today and for future housing. We’re ready to deliver the infrastructure needed but need long-term funding commitments from the Federal government to help accelerate projects in the housing development pipeline.

Halton Region is working with partners to deliver $5.2 billion in infrastructure
As part of the Ontario government’s goal to build 1.5 million new homes by 2031, we are working with our Local Municipalities to support their efforts to meet local housing targets for 92,500 new housing units. We’re doing everything we can to help get more housing built faster. This includes working with partners to plan for, finance and deliver the $5.2 billion of water, wastewater and road infrastructure needed to accelerate growth by 2031. By 2031, Halton will have the water and wastewater infrastructure capacity to support 104,000 housing units – more than enough to meet the housing targets. We currently have 90,633 housing units in the development pipeline and an additional 2,095 hectares of serviced land ready for building.
Our Aaa/AAA credit rating and strong financial position support our efforts to keep long-term construction costs low for infrastructure projects. However, sustainable funding from our Federal and Provincial partners is needed to support the infrastructure required for housing, which is essential for accelerated growth.

Our continued success in supporting the Federal Government’s goal of building more homes and delivering the necessary infrastructure to support housing is dependent on the expansion of infrastructure funding programs as well as partnerships with the development community and the Provincial and Federal Governments.
We’re stronger together
We are ready to deliver house-enabling infrastructure, and there are actions the Federal government can take to help us. Read our advocacy document: Delivering Critical Infrastructure to Support Housing (PDF file).
The Federal Government can support us by:
- Working together with the Provincial Government to expand infrastructure funding programs such as the Canada Housing Infrastructure Fund (external link) (CHIF) and reviewing eligibility requirements for Regional Governments.
- Working with the Region and Provincial Government to explore alternative sources of funding to deliver new water, wastewater and road infrastructure and support the necessary maintenance and repair of existing assets to support growth in Halton.
- Taking action with the Federation of Canadian Municipalities to develop a New Municipal Growth Framework (external link) to ensure municipalities can continue to deliver critical housing-enabling infrastructure and address priority community needs.
