Halton Region Delivers Results for Residents: 2023-2026 Term in Review Highlights Progress

May 20, 2026 Halton Region – Halton Region is delivering real results for residents. The Region’s 2023-2026 Term in Review Report (PDF file) highlights the measurable progress made over the past four years to build a healthy community, support growth, protect the environment and provide responsible, cost‑effective services.

Presented to Halton Regional Council on May 20, the Term in Review Report outlines the accomplishments made through the 2023-2026 Strategic Business Plan, which was developed in consultation with residents and community partners. 

“Our Strategic Plan is based on what our residents told us matters most and we have delivered on those priorities, said Halton Regional Chair Gary Carr. “Halton Region has a proven track record of making smart investments in critical infrastructure and providing reliable services residents depend on every day, while servicing growth and keeping tax increases as low as possible.”  

Term in Review Highlights

Supporting a Healthy, Safe Community

  • Added 339 new assisted and supportive housing opportunities, helping more residents access safe, stable housing close to home.
  • Reached over 26,700 youth through the Building Safer Communities initiative, supporting positive development and community safety.
  • Paramedic Services responded to over 66,000 calls in 2025, transporting 38,000 patients.
  • Invested over $15 million through the Community Investment Fund, supporting programs that enhance health, safety and quality of life.
  • Expanded access to child care with nearly 20,000 licensed CanadaOntario Early Learning and Child Care (CWELCC) spaces by the end of 2026.

Building for Growth

  • Identified $5 billion in infrastructure needs to support growth from 2031 to 2051.
  • Developed a growth-related financing program that will support the delivery of approximately 30,000 housing units.
  • Completed over 30 km of trunk water and wastewater mains, connecting Georgetown to lake-based services.
  • Maintained 80% of Regional infrastructure in good or very good condition, protecting long-term assets.
  • Modernized traffic management systems to improve travel efficiency and safety.

Taking Action on Climate and the Environment

  • Endorsed a Corporate Climate Action Plan with a net-zero emissions target for 2045. 
  • Diverted 132,101 tonnes of material from landfill in 2024 through recycling, organics and reuse programs.
  • Upgraded Halton Community Housing buildings, improving safety and energy performance, reducing greenhouse gas emissions by 28%.
  • Secured $3.5 million in federal funding to strengthen ecological connections and natural systems across Halton.

Strong, Responsible Government

  • Maintained top credit ratings: AAA (S&P) and Aaa (Moody’s), reflecting financial stability and helping tax dollars go further.
  • Kept Regional property tax increases as low as possible, averaging 2.0% from 2014 to 2026, while maintaining or enhancing core services.
  • Introduced digital tools such as online flood reporting and grant applications, improving response times and service efficiency.
  • Expanded 24/7 digital services, making it easier to access programs and services anytime.
  • Recognized as a Greater Toronto Top Employer (2026) for the 15th year, demonstrating a strong, high-performing workforce.

Moving Forward

Halton Region is beginning work on the 2027–2030 Strategic Business Plan, which will again be shaped by public consultation and community input following the October municipal election and in alignment with the next term of Regional Council. 

“These results reflect the dedication and expertise of our staff, who are advancing priorities and delivering critical services every day in our communities and behind the scenes," said Chief Administrative Officer Andrew Farr. “With a strong foundation in place, we are well positioned to continue delivering reliable, high-quality infrastructure and programs our growing region needs.”
