About the study

Halton Region has undertaken a Municipal Class Environmental Assessment (MCEA) study for a new wastewater pumping station and its associated infrastructure on Lower Base Line Road. This project was identified in the 2011 Sustainable Halton Water and Wastewater Master Plan to support growth in the Towns of Milton and Halton Hills. The project has identified the preferred site for the new wastewater pumping station and preferred alignment for the associated wastewater pipes.

Process and consultation

The study was completed as a Schedule B, in accordance with the requirements of Phase 1 and Phase 2 of the MCEA process (October 2000, amended in 2017, 2011, 2015, 2023 and 2024), which is an approved process under Ontario’s Environmental Assessment Act. A key component of the MCEA process is consultation with the public, review agencies, First Nations and Indigenous Communities, and other interested parties. A Public Information Centre was held from November 13 to December 15, 2025, to obtain input on the project.

The preferred location for the new Lower Base Line wastewater pumping station is at the Region-owned property in the southwestern portion of the study area. The associated wastewater pipes will primarily be located along Lower Base Line. This was identified as the preferred solution to minimize impacts to private property owners, the natural environment and agricultural lands. A Project File Report has been prepared, which documents the MCEA process, recommendations, and how input was received and considered. The filing of the Project File Report completes the planning and conceptual design stage of the project.

Comments and more information

The Project File Report is available on the project webpage for a 30-day public review period from April 10 to May 11, 2026, in accordance with the requirements of the MCEA process. Those interested are invited to submit written comments during this period to the project managers listed below. Subject to comments received and the receipt of applicable approvals, Halton Region intends to proceed with detailed design and construction of the recommended project, as outlined in the Project File Report.

In accordance with the Environmental Assessment Act, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester's contact information and full name.

Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently review the request. Requests must be submitted to the two contacts below:
