Notice of Study Completion: Municipal Class Environmental Assessment Study - Regional Road 25 from Speers Road to Derry Road (Regional Road 7)

About the study

Halton Region has undertaken a Municipal Class Environmental Assessment (MCEA) study for Regional Road 25 from Speers Road to Derry Road (Regional Road 7) in the Towns of Oakville and Milton.

Process and consultation

The study was carried out in accordance with Schedule C of the Municipal Class Environmental Assessment (October 2000, as amended 2007, 2011, 2015, 2023 and 2024), which is an approved process under the Ontario Environmental Assessment Act. A key component of the MCEA Process is consultation with the public, review agencies, First Nations and Indigenous Communities, and other interested parties. Two Public Information Centres were held throughout the study to obtain input on the project. The Environmental Study Report (ESR) has been prepared to document the planning, public consultation, and decision-making process undertaken for this study.

Comments and more information

By this Notice, the ESR is being placed on the public record for a 30-day review period starting September 14, 2026 and ending October 14, 2026 in accordance with the requirements of the MCEA Process. Subject to comments received as a result of this Notice, and the receipt of necessary approvals, Halton Region intends to proceed with the detailed design and construction of the preferred preliminary design as documented in the ESR.

Interested persons may provide written comments to our project team by October 14, 2026. All comments and concerns should be sent to Halton Region’s Project Manager, Jessica Passingham at RR25MCEA@halton.ca.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring an individual/ comprehensive Environmental Assessment approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Indigenous and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.

Requests should specify what kind of order is being requested (request for additional conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently begin reviewing the request.
