As the region’s largest provider of assisted and supportive housing, our Halton Community Housing Corporation team sees first-hand how stable housing—combined with the right programs and supports—can make a meaningful difference in people’s lives.
Each year, Halton Community Housing Corporation (HCHC) supports thousands of low-income seniors, families, and individuals facing physical, financial, mental, or social challenges to maintain stable housing.
In 2025, our team maintained nearly 2,280 housing units and directly supported more than 4,000 tenants across Burlington, Milton, Oakville, and Halton Hills, all while also expanding with a new seniors’ building at 265 Kerr Street in Oakville.
But housing stability doesn’t end with a roof overhead. Strong community supports and services are essential to long-term success—that’s why community development remains a core pillar of HCHC’s work.
Over the past year, our team made meaningful progress in areas that were important to our housing community, including safety, maintenance, and resident-informed programs and services.

Well-built and well-maintained housing
Maintaining safe, well-functioning homes continues to be one of the most important priorities identified by residents in community housing.
In 2025, Halton Community Housing Corporation responded to growing maintenance needs while continuing to invest in long-term building quality and sustainability.

Key highlights include:
- Major capital investments: $7.8 million invested in building repairs and upgrades, including roof replacement at 111 Ontario Street in Milton and elevator modernization at 5250 Pinedale Avenue and 410 John Street in Burlington.
- Strong maintenance response: An average of 1,616 tenant maintenance requests per month, generating more than 19,000 work orders across the portfolio—a 3% increase over the previous year.
- Improved access and responsiveness: Continued 24/7 on-call maintenance support through Access Halton and the launch of a new online digital intake option, with plans to increase frontline support in 2026.
- Progress on sustainability: Building upgrades and heat-pump installations helped reduce greenhouse gas emissions by approximately 28%, exceeding the original 25% reduction target.
Programs and services shaped by feedback
In 2025, Halton Community Housing Corporation continued to expand supports and programming across seniors’ and family housing communities.

Key highlights include:
- Expanded health and wellness supports for seniors, including the expansion of our Community Wellness Hub model which provides a dedicated space for on-site health and social services.
- A wide range of community programs for tenants, such as food security supports, youth art and sports programs, and community barbeques and gardens for all ages.
- New and expanded youth programming, including HCHC’s first Youth Symposium in partnership with Halton Regional Police Services and the YMCA of Oakville and collaboration on the Dreams Take Flight Program, offering youth a once-in-a-lifetime experience to go to Disney World.
Maintaining safe and secure communities
Feeling safe at home remains a top priority for residents and the broader Halton community.
In 2025, Halton Community Housing Corporation continued to strengthen its partnership with the Halton Regional Police Service (external link), with a shared focus on safety, trust, and relationship-building across our housing communities.
Rather than responding only in times of crisis, community officers work closely with our housing teams and tenants to build familiarity, understanding, and positive connections.
