Notice of Master Plan: Municipal Class Environmental Assessment Study - Water, Wastewater and Transportation Integrated Master Plan

About the study

Halton Region has undertaken an Integrated Master Plan (IMP) to identify long-term water, wastewater and transportation infrastructure strategies required to support future growth to 2051.

Process and consultation

The study was completed in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (MCEA), (October 2000, amended 2007, 2011, 2015, 2023 and 2024), which is an approved process under Ontario’s Environmental Assessment Act. The study followed Master Plan Approach 1 and addressed needs and justification at a broad level.

A key component of the MCEA Process is consultation with the public, review agencies, First Nations and Indigenous Communities, and other interested parties. Two Public Information Centres were held throughout the study to obtain input on the project. The IMP will serve as the basis for subsequent Schedule B and C project-specific studies under the MCEA Process. The recommended water, wastewater, and transportation projects are outlined in Volumes 3, 4 and 5 of the Integrated Master Plan, available on the IMP project webpage.

Comments and more information

By this Notice, the Integrated Master Plan is being placed on the public record for a 30-day review period starting March 27, 2026, and ending April 27, 2026, in accordance with the requirements of the MCEA Process. We invite you to review the Integrated Master Plan on the project webpage and provide any comments or questions on or before April 27, 2026.
