Modernization of Water Meter Infrastructure in Halton


Important information about your water meter technology upgrade

We have contracted KTI Utility Services (KTI) to help us replace water meters and remote reading devices at residential and business properties. 

You will be contacted by letter from Halton Region and KTI before we begin work in your area. The letter will include information on how to book your appointment with KTI. If we have your contact information, KTI may also follow up via email or phone to ensure you're informed.

While follow up appointments are rarely needed, KTI will only schedule these with you in advance. KTI will never request to enter your home unannounced or without a scheduled appointment.

For your safety

Please be advised that all legitimate contractors working on behalf of Halton Region will: 

  • Carry Halton Region ID Badges with official photo identification 
  • Have "Halton Region Contractor" vehicle magnets  
  • Be in proper KTI-issued uniforms 

If someone comes to your door and you do not have an appointment scheduled, do not allow them entry and contact local authorities.

What to do when you receive a notice

Receiving a notice

Homes and businesses will be notified by letter when it’s time to upgrade their water meter or reading device.

Please wait for your letter before taking any action.

Types of Upgrades

Depending on your current water meter, you will receive one of the following:

New water meter + radio transmitter

  • Appointment required: Follow the instructions listed in the notice – please schedule only after receiving your letter.
  • An adult (18+) must be home during the appointment.
  • Our contractor, KTI Utility Services, will need to enter your home or business.

New radio transmitter only

  • No appointment needed.
  • No need to be home—Our contractor, KTI Utility Services, does not need to enter your home or business (work can be completed outside).

How to prepare for a water meter replacement

  1. Locate the meter:
    It’s usually in the lowest level of your home or building, near the main shut-off valve.
  2. Clear the area:
    Ensure there’s enough space around your water meter for the technician to work.

What to expect on your appointment day

  • Technician arrival:
    A KTI technician will arrive within your schedule time slot. The technician will:
    • Be in proper uniform
    • Have proper ID
    • Will arrive in a marked vehicle
  • Adult required:
    Someone 18+ must be present to allow entry.
  • Scheduled appointment:
    KTI will never request to enter your home unannounced or without a scheduled appointment.

During installation

  • Assessment & explanation:
    The technician will check the area and explain the process.
  • Water shut-off:
    Your water will be off for about 15–20 minutes during the meter replacement.
  • Wall access (if needed):
    A small section of wall may be neatly cut if the meter is behind a finished wall. Don’t worry – we won’t leave a hole in your wall! The wall will be repaired or an access panel will be installed once the upgrade is complete!
  • Radio transmitter installed:
    A thin wire will connect your new transmitter to the water meter. The transmitter is typically located outside of your home or business.

Installation timeframe

  • The upgrade typically takes between 30–60 minutes.
  • The technician will show you how to use the water meter’s digital display and flow indicator for leak detection.

What is the new water meter technology?

The water meter on your property tracks and measures how much water you use. Right now, a person (meter reader) must physically visit your property, either monthly or bi-monthly, to collect readings through a touchpad outside your home or business. These readings are then shared with your local hydro provider to calculate your water bill.

What's changing?

Halton is upgrading to Advanced Metering Infrastructure (AMI) — a secure, modern system that collects water meter readings remotely.

This upgrade modernizes Halton's water meter system for better service and convenience.

No more manual readings: Say goodbye to in-person visits. The new technology will eliminate the need for meter readers to drive throughout your community to read water meters, reducing the environmental impact.

Efficient & reliable tracking of your water usage: The new meter technology streamlines the process of collecting water usage data. You can register for your local hydro provider’s online customer portal to conveniently and securely access your water use data, meter readings, bills and payments!

Proven technology: AMI is already used in communities across Ontario and North America.

When will the water meter replacement happen?

We're rolling out water meter technology upgrades in phases across the region, starting in Burlington. Work will happen ward by ward, focusing on different neighbourhoods along the way. Please check the schedule and map below to find out when we’ll be in your area. When we’re in your neighbourhood we will send you a letter with more details and specific instructions.

Burlington

  • Wards 1, 2, 3 - All neighbourhoods - any customers that have not yet received a letter will get one soon!
  • Ward 4 - Neighbourhoods south of the QEW, followed by neighbourhoods north of the QEW.
  • Wards 5, 6 - Coming soon!

Milton

  • Pilot project starting mid-2025
  • Full roll-out coming early 2026

Halton Hills

  • Full roll-out coming in 2026

Oakville

  • Pilot project starting late-2025
  • Full roll-out coming in 2026

How the new water meter technology works

The water meter and radio transmitter work together to allow for remote meter reading.

  1. Your water meter measures your water usage.
  2. The new technology will:
    1. have a transmitter that reads your water usage information;
    2. encrypt your usage information to protect your privacy; and
    3. use wireless technology to send your water usage information to Halton Region. This data is sent six times per day and takes less than one second to send. No personal information is transmitted.
  3. Halton will provide your water usage information to your local hydro provider, who will then include it on your utility bill.
  4. To help manage your water use, you can access your water usage information through your hydro provider’s online customer portal.
  5. There will be no changes to how or when you receive your utility bill.

Frequently Asked Questions

Will I receive a new water meter?

This depends on the age and compatibility of your water meter. You will either have your water meter replaced and have a radio transmitter installed (Upgrade Type 1) or you will just have a radio transmitter installed (Upgrade Type 2).

When will my property get the new technology

See the above schedule/timeline. We are installing the new technology at homes and businesses from 2024 to 2026. Halton Region will notify all property owners before coming to install the new transmitters. If you need a new water meter and a radio transmitter, you will need to book an appointment. If you only need a radio transmitter, no appointment is necessary.

How will I know when my home or business will be getting the new technology

You will receive one of two letters from Halton Region before we visit your property. If you receive a suspicious message about the upgrades or need further information, please email accesshalton@halton.ca or call 311 .

How will Halton Region collect data sent by the new water meters

The radio transmitters installed on the water meters will send data to Halton’s network of receivers located across the region. All installations are safe and meet the health and safety standards set by the federal government.

How do you ensure my data is protected?

Halton Region takes your privacy very seriously. No personal data (such as names and addresses) is stored in the meters or transmitted across the network.

The newly installed transmitter will encrypt your water usage information before sending it to a network of receivers that collect the data. Only the transmitter numbers and your water usage readings are included. Halton provides this information to your local hydro provider, who in turn bills you for your water usage. There will be no change to how you receive your utility bill from your local hydro provider.

Is my new water meter technology safe?

The new meter technology is safe and complies with Health Canada’s radio frequency guidelines. The transmitter’s radio frequency levels are significantly less (0.00089uW/cm2*) than other common household devices, such as microwaves (0.02uW/cm2*), WIFI routers (0.3347uW/cm2*) or cell phones (1-5uW/cm2*).
