Study

Halton Region has initiated a Municipal Class Environmental Assessment (MCEA) Study to identify the preferred location for the construction of a Halton Region-owned biosolids composting facility. A long list of properties was reviewed with the Halton Waste Management Site and Biosolids Management Centre, both located on Regional Road 25, being carried forward for further review and analysis.

As part of this Study, Halton Region identified and evaluated these alternative locations within the region with a focus on capacity requirements, accessibility needs, environmental impacts, land acquisition, coordination with ongoing and future projects, and financial implications. To help determine and adequately evaluate alternative locations, the MCEA Study also included some conceptual design considerations, such as vehicle access, process area, odour control, and storage for bulking agent and finished compost product.

Process

The Study is being carried out in accordance with Schedule B of the Municipal Class Environmental Assessment, (October 2000, as amended 2007, 2011, 2015 and 2023) which is an approved process under the Ontario Environmental Assessment Act.

A key component of the Study is consultation with the public, interested stakeholders, Indigenous Communities and First Nations through a Public Information Centre (PIC). The purpose of this PIC is to present and obtain input on the preliminary preferred location.
