Halton’s top credit rating upheld by Moody’s Investors Service

Halton’s top credit rating upheld by Moody’s Investors Service

On January 30, 2020, Moody’s Investors Service upheld its highest credit rating for Halton Region. Their analysis, based on an extensive and objective review of Halton’s performance, demonstrates strong confidence in Halton’s effective and responsible government. The agency also identified the Region as a stable organization for financial reporting and service delivery for the future.

“Our Aaa credit rating is critical to maintaining a strong financial position, and we are proud to have earned this distinction for more than 30 years,” said Halton Regional Chair Gary Carr. “This distinction recognizes the high quality of our financial plans, practices and reports, and it helps us invest in essential infrastructure improvements and expansions to support a high quality of life in Halton.”

Maintaining a top credit rating ensures that Halton Region and its four Local Municipalities continue to access the best possible financing rates available. This allows public funds to go further when investing in essential Regional works, including road, water and wastewater projects that help build healthy, complete communities.

Moody’s cited the Region’s prudent financial management policies as the basis of their decision, and also included the following credit strengths in their analysis:

  • the community’s diversified economy and strong population growth;
  • Halton’s low and declining debt burden and high levels of liquidity;
  • the Region’s prudent policy planning and strong operating results that buffer provincial funding changes; and
  • Halton’s mature and supportive institutional framework.

In June 2019, S&P Global Ratings also upheld its top rating for the Region, and maintaining this distinction from both agencies is a key objective of the 2020 Budget and Business Plan.
